A key role to allow us to deliver this change, drive efficiencies and allow ECC to understand where the resourcing efforts are focused is the Head of People, Insight, Technology and Performance. Reporting into the Executive Director, People and Transformation this ground-breaking role is truly a first among Local Authorities, allowing strategic and organisational planning not only for the Directorate but also across the whole of ECC.
This role has an organisational wide strategic reach and via the analytics you and the team provide, ECC will be able to make evidence-based decisions at all levels to support the delivery of its workforce strategy and vision.
Key deliverables include:
- Leading the people analytics service, developing, and providing workforce planning tools and methodologies for current and future workforce planning, whilst ensuring the delivery of work programmes across the function.
- Influence and contribute to the measurement of workforce productivity, value for money, continuous improvement, and organisational design across ECC.
- Enabling and delivering performance reporting and monitoring for the Board and Politicians ensuring a high level of performance against the council’s strategic plans.
- Provide robust data for strategic planning across the three main strategies of Workforce Planning, Digital Data & Technology and Transformation
This role has high visibility across ECC, and you will work collaboratively with functional leads across the organisation to maintain exceptional service delivery and ensuring the objectives and priorities of the council are met. External relationships will include working with the Local Government Association and other council partners to share information.
The successful incumbent will be evangelical regarding data and analytics with proven experience of programme and project management within a complex performance focused environment. You will have excellent stakeholder management skills with the ability to professionally challenge upwards and across the organisation.
